The Ministry of Fisheries and Aquaculture, in collaboration with the Ministry of Environment, Science, and Technology, has held a National Consultation on Ghana’s Draft Blue Economy Strategy from September 2–4, 2025, at the Shipper’s Authority.

The consultation brought together representatives from government agencies, international and regional organizations, development partners, financial institutions, academia, civil society, and the private sector. Their expertise and insights are expected to shape the next phase of Ghana’s journey towards a sustainable and inclusive Blue Economy.

This national effort began with a team of nine experts drawn from the African Union–Inter African Bureau for Animal Resources (AU-IBAR), the Ministry of Fisheries and Aquaculture, the Fisheries Commission, the National Development Planning Commission (NDPC), and academia. Their work led to the development of an initial cabinet memorandum that proposed the establishment of a Blue Economy Commission and strategy for Ghana. The memo was subsequently approved by Cabinet, paving the way for the formation of an Inter-Ministerial Committee on July 14, 2025.

MULTI-SECTORAL COMMITTEE MEMBERS
A multi-sectoral team, under the leadership of Dr. Valerie E. Sawyerr, Senior Presidential Advisor for Government Affairs, worked alongside 16 expert committees to produce a technical report, an implementation plan, and a communication strategy that now form the pillars of the draft Blue Economy Strategy.

In her address, the Minister for Tourism, Culture and Creative Arts, Hon. Dzifa Abla Gomashie, commended the committee members for their hard work, noting that the initiative aligns with the President’s vision and complements the Ministry of Tourism’s broader agenda.

HON. ABLA DZIFA GOMASHIE, SECTOR MINISTER OF TOURISM, CULTURE AND CREATIVE ARTS
Delivering the keynote address, the Minister for Fisheries and Aquaculture, Hon. Emelia Arthur, emphasized the significance of the consultation. She stated that the ultimate goal is to shape and endorse a robust Blue Economy Strategy that reflects national priorities, is grounded in science and experience, and aligns with Ghana’s sustainable development goals.

HON. EMELIA ARTHUR SECTOR MINISTER FOR FISHERIES AND AQUACULTURE
“This is not merely a technical exercise; it is a national vision,” Hon. Arthur said. “It speaks to the future of our oceans, rivers, lakes, and coastal communities. It is about jobs, food security, innovation, and environmental stewardship—unlocking new economic frontiers while safeguarding the ecosystems that sustain us.”
