MINISTRY OF HEALTH’S STANCE ON THE ROAD MAP ANNOUNCED
BY THE GHANA REGISTERED NURSES AND MIDWIVES
ASSOCIATION (GRNMA)
The Ministry wishes to update the Public on the steps taken since the announcement of the roadmap by the Ghana Registered Nurses and Midwives Association (GRNMA).

  1. On the May 30th, 2025 the Ministry of Health met all Associations in the nursing fraternity, they include; the Ghana Registered Nurses and Midwives Association (GRNMA), Union of Professional Nurses and Midwives (UPNMG), Ghana Registered Midwives Association (GRMA), National Association of Registered Midwives (NARM-G), Psychiatric Nurses Association, Ghana (PAPNG) and the Nurses and Midwives Educators Society.
  2. At the meetings, all the groups presented their cases forcefully in favour of implementing the Collective Agreement in the interest of nurses and midwives in the country. It’s important to note that this agreement was signed in 2024 but was never implemented.
  3. The Minister for Health, Hon. Kwabena Mintah Akandoh, assured them of his commitment to ensuring that the welfare of nurses and midwives is always prioritised. He again proposed a three (3) member team with a representation each from the Nurses group, the Ministry of Finance and the Ministry of Health to see to the finality of the matter.
  4. All parties accepted this proposal, and a letter has been written to that effect. Given the above, the nurses and midwives’ groups, except GRNMA, promised to continue with the delivery of service to the General Public.
  5. To minimize the effect of the intended industrial action on our people, the Ministry has directed as follows:

i. The Security Agencies should provide security for the other groups of nurses who have promised to provide continuous services to patients.
ii. All hospital managers, particularly Directors of Nursing Services and their Deputies, should be present at work at all times during the period of the industrial action.
iii. Heads of the various units should ensure that continuous healthcare services, including maternity and emergency care, are available at all health facilities.
iv. The Ambulance Service should be on standby in all the Districts to support emergency services.
v. All facilities should set up coordinating structures to manage emergencies and to ensure continuous linkage with the ambulance services.
vi. The Director-General of the Ghana Health Service, the Chief Executive Officers and Medical Directors of Teaching Hospitals to report to the Ag. Chief
Director on the state of service delivery in their various agencies on daily basis. vii. The Ministry of Health will work with the Quasi-Government health facilities to deal with the influx of patients as a result of the industrial action when necessary
viii. Rotational Nurses and nurses who are currently undergoing mandatory clinicals are advised to refrain from any industrial action.
ix. The Ministry of Health will continuously monitor the situation and ensure that all logistics needed are provided to mitigate the effects of the action.

  1. The Ministry of Health commends the nurses and midwives who have chosen not to engage in any industrial action and sincerely appeals to the GRNMA to rescind their decision to proceed with the announced industrial action, as we collaborate to find a solution to the matter. SIGNED: TONY GOODMAN
