The Kwabenya Circuit court in Accra has denied bail to six persons accused of being connected to the export of nearly four tonnes of suspected cocaine from Ghana to France.
The accused were brought before the court on Thursday, September 17, 2026, in connection with four 40-foot containers that allegedly left
Tema Port and were subsequently intercepted in France with approximately 3.9 tonnes of substances suspected to be narcotic drugs
The court has adjourned the case to September 24, 2026, while investigations continue.
The six accused persons are Francis Narh Amanor, Frank Adu-Boahen, Togbe Agbeti, Andrews Tetteh Amponsah, Daniel Laryea and Helena Akua Denkyi.
Four of the accused persons are linked to the Ghana Revenue Authority and are facing allegations relating to their handling of the Customs scanning process at Tema Port.
The charge sheet alleges that the four containers—SELU4549480, FFAU2242304, MSDU5642699 and SELU4809801—were scanned before they were exported. According to the prosecution’s case, the scan images were considered abnormal, raising concerns about the contents of the containers.
However, the containers were allegedly cleared and subsequently left Ghana. The prosecution is alleging that some of the Customs officials involved in analyzing the scan images failed to properly act on the abnormalities identified.
The allegations have placed the Customs scanning process at the centre of the investigation.
Among the issues investigators are examining are who reviewed the scan images, what they observed, what action was taken, and why the containers were ultimately allowed to leave Ghana.
The charge sheet alleges that Frank Adu-Boahen provided his login credentials to other accused persons to conduct scan-image analysis on his behalf, despite being expected to undertake the analysis himself.
The prosecution further alleges that abnormalities were detected in the images but that the containers were nevertheless not subjected to further examination before being released.
The prosecution also alleges that Frank Adu-Boahen was the owner of the four containers. According to the charge sheet, investigators arrested him at an alleged hideout at Community 19, Tema, on September 16.
The prosecution says Adu-Boahen admitted during interrogation to owning the four 40-foot containers and loading them at a warehouse at Community 12, Tema. He allegedly shipped the containers together with the first accused, Francis Narh Amanor.
Amanor, described in the charge sheet as a freight forwarder and Managing Director of Fresna Commodities Ltd, was reportedly arrested on September 15.
The prosecution says investigations through the ICUMS system identified Fresna Commodities Ltd as the exporter, with Amanor’s telephone number listed as the exporter’s contact. The same number was reportedly also associated with F&F Logistics, identified as the freight forwarder.
According to the charge sheet, Amanor told investigators that he was the owner of F&F Logistics and that he had handled the export of the containers. He reportedly told investigators that the containers contained pet flakes or plastic scraps.
The prosecution further alleges that Amanor identified Frank as the owner of the shipment who had engaged his services.
The six accused persons face three broad charges;
• The first is conspiracy to export narcotic drugs.
• The second alleges the exportation of narcotic drugs without the required license.
• The third charge concerns abetment of the exportation of narcotic drugs and is directed at the four GRA officials.
The prosecution alleges that the first and second accused exported the four containers from Tema Port containing approximately 3.0 tonnes of suspected narcotics substances
After appearing before the Kwabenya Circuit Court on Thursday, the six accused persons were denied bail and remanded in custody.
The decision means they will remain in custody as investigators continue efforts to establish the circumstances under which the containers were prepared, cleared and exported from Ghana. The case has been adjourned to September 24, 2026.
