The Managing Director of the Tema Oil Refinery (TOR), Edmond Kombat has disclosed that TOR was exploring plans to develop affordable housing on some of its land to serve workers who live far from their workplaces.
According to him, the refinery is working with the Home Ownership Fund to consider providing affordable residential units for workers and other residents in the Tema enclave.
This he said would assuage the stress workers go thorough and would contribute to work efficiency.
Mr. Kombat made the revelation when he took his turn at the Government Accountability Series on Monday (October 26, 2026).
The TOR MD also revealed that the Refinery is planning to establish an ultra-modern Burns and Trauma Centre in Tema to provide specialised emergency care for workers in the area’s industrial enclave.
He said the proposed facility forms part of a number of strategic projects being considered to strengthen the refinery’s future and support the needs of industries operating in Tema.
Mr. Kombat explained that Tema’s concentration of industries made a specialised medical facility necessary, particularly for treating burns and trauma cases arising from industrial emergencies.
“We’re also looking at a number of strategic projects at the refinery to make sure that we scale the future of the refinery. One of it is a Burns and Trauma Centre. Tema is an enclave for industries but we don’t have a hospital that is specialised for burns treatment and then trauma.
“TOR has land and under the direction of the President and the Minister, we are considering putting an ultra modern Burns and Trauma Centre to be able to treat workers in those industries in case of any emergency,” he said
When questioned why the IMF visited TOR, the MD explained that the “delegation from the International Monetary Fund (IMF) visited the Tema Oil Refinery (TOR) to familiarise itself with the refinery’s operations, assess ongoing rehabilitation works and gain insight into management’s efforts to restore the facility to sustained operational and financial stability’.
“The visit formed part of the IMF team’s engagements with relevant government authorities and selected state-owned enterprises in Ghana to understand their operations, financial positions, challenges and contributions to the national economy”, he added.
