Staff of Ghana Maritime Authority have called for the removal of the Deputy Director of Human Resource at GMA Angela Sarfo Kantanka for recruiting what they call mass exodus of NPP Sympathizers into strategic positions to the resentment of majority of the staff most of whom are seniors and more qualified than the NPP Loyalists she recruited.
Angela Safo Kantanka, a devout NPP sympathizer and a close confidant of the beleaguered former GMA boss Thomas Alonsi, is also being accused of frustrating the known NDC Loyalists in the Authority by way of capricious transfers leading to the resignation of many of them, as they could not stand daily affliction they go through under the Deputy Director of HR.

Aside her administrative transgressions, she is also alleged to have engaged herself in a conflict of interest situation by employing her daughter into the same Authority she is working and promoting her ahead of seniors in the Authority.
Characteristic of the former D-G who caused financial loss to the state by awarding a 14 million contract to Serbian VLATACOM for no work done, Madam Angela Sarfo Kantanka’s posture can not be said to be invariant with him.
Even though the staff are commending the current Director General Mr. Kamal Deen Ali for the swift actions he took in dismissing some unqualified NPP footsoldiers recruited under shady arrangement, they are gnashing their teeth and questioning why the likes of Angela Safo Kantanka and her likes would still be at post for Superintending over abysmal and shambolic corporate governance.

PETITION FOR THE REMOVAL OF THE HUMAN RESOURCES MANAGER OF THE GHANA MARITIME AUTHORITY
To: The Minister of Transport,
Hon. Joseph Boukari Nikpe
I respectfully submit this petition to formally request the immediate removal of the current Human Resources Manager of the Ghana Maritime Authority (GMA) on grounds of gross professional misconduct, abuse of office, politically motivated victimization, and gross mismanagement of human resources.
Over the past six years, the Human Resources (HR) function of the Authority has deviated substantially from its core mandate of promoting efficiency, staff development, fairness, and compliance with applicable labor laws and ethical standards. This deviation, enabled by the current HR Manager, has directly contributed to institutional inefficiencies, low staff morale, and a dysfunctional workplace culture. The following constitutes the basis of this petition:
- Improper Structural Realignment for Personal Gain
The Human Resources Unit, originally under the Administration Department per the GMA’s organizational structure, was unilaterally elevated to a full-fledged Department without appropriate justification or approval processes. This structural change served no functional benefit and was rather engineered to give the HR Manager undue autonomy, which has been exploited to further personal and politically motivated interests. - Politically Biased Recruitment and Victimization
The HR Manager, known to be a partisan loyalist of the New Patriotic Party (NPP), presided over a politically skewed recruitment process. There is credible evidence that unqualified individuals affiliated with the NPP were recruited into sensitive positions without merit-based evaluation, while competent and experienced staff perceived to be aligned with the opposition National Democratic Congress (NDC) were systematically sidelined, victimized, and in some cases, forced to resign through persistent administrative harassment. - Nepotism and Cronyism
Recruitment during the previous administration was heavily characterized by nepotism, with friends and relatives of top executives occupying positions far beyond their competencies. These actions directly contravene the principles of equal opportunity employment and have resulted in overstaffing, inflated wage bills, and overall inefficiency within the Authority. - Complicity in Misappropriation of State Resources
The HR Manager authorized foreign travels and training programs with little or no relevance to the operational needs of the Authority. These trips were often exclusive to politically connected staff and served more as a means of siphoning public funds than capacity building. Furthermore, there are reports of selective approval of leave days for NPP-affiliated employees to engage in political campaigning during the 2024 election season—a clear violation of the Code of Conduct governing public sector employees. - Breach of Duty of Care and Professional Ethics
Staff who approached the HR Department for guidance or redress often received misleading information or were deliberately misdirected. This demonstrates a breach of fiduciary responsibility and duty of care. Additionally, HR policies have been crafted with vague clauses that facilitate the selective punishment of targeted employees. - Institutional Sabotage and Collusion
It is alleged that the HR Manager, in collaboration with a select group of department heads, actively undermined the performance of the Authority by marginalizing talented professionals, manipulating performance appraisals, and denying deserving staff promotions and opportunities for career development. - Impairment of Organizational Integrity and Reset Agenda
The continued stay of the current HR Manager poses a direct threat to the efforts by the current administration to reset and restore the institutional integrity and operational excellence of the Ghana Maritime Authority. His presence reinforces a culture of impunity, mistrust, and inefficiency, which is incompatible with the principles of good governance, meritocracy, and accountability.
In light of the above, I humbly but firmly request that the appropriate authorities initiate a full-scale investigation into the conduct of the HR Manager and effect his immediate removal from office in the interest of justice, organizational sanity, and the restoration of public confidence in the Ghana Maritime Authority.
