Energy Minister Unveils Guiding Framework for PSP in Ghana’s Electricity Distribution Sector

Minister for Energy and Green Transition, Hon. John Abdulai Jinapor has unveiled the Guiding Framework for Private Sector Partnership (PSP) in Ghana’s electricity distribution sector.

Addressing the media on Monday (December 15,2025) at the unveiling ceremony on behalf of the sector Minister, the Chief Director of the Ministry Engineer Solomon Adjetey Sowah explained that the Guiding Framework provides a clear and coherent structure for advancing this agenda adding that it sets out the processes, roles, and responsibilities that will guide the work of the Technical Advisor and the PSP Implementation Unit, in close collaboration with the Electricity Company of Ghana (ECG), the Northern Electricity Distribution Company (NEDCo), and the relevant regulatory institutions.

“Today’s occasion marks a significant milestone in our collective efforts to strengthen electricity service delivery, improve operational efficiency, and secure a resilient and sustainable energy future for our country”, he emphasized.

He added that the Guiding Framework reflects Government’s firm resolve to transform the electricity distribution landscape through innovation, strategic collaboration, and responsible engagement with the private sector, in the national interest.

Whilst stressing Ghana’s notable progress in expanding electricity access, increasing generation capacity, and strengthening transmission reliability, the Chief Director indicated however that longstanding challenges within the distribution subsector, including technical and commercial losses, inadequate investment, revenue shortfalls, and operational inefficiencies, continue to undermine overall sector performance which he said must be addressed decisively.

The Minister’s representative explained that it is against the backdrop that Government initiated a structured process to explore and design a viable PSP arrangement for ECG and NEDCo.

“The objective is clear: to attract technical expertise, operational efficiency, and capital investment, while safeguarding national interest and ensuring value for money”, he added.

He revealed that Government established the PSP Steering Committee, supported by Financial, Technical, and Communications Subgroups, to lead a transparent and evidence-driven process following Cabinet’s approval on 17th April, 2025 for the reintroduction of Private Sector Participation (PSP).

“Since then, the Committee has undertaken extensive work, including:
• Detailed diagnostic assessments of ECG and NEDCo.
• Evaluation of global PSP models and lessons from comparable utilities
• Benchmarks from international study tours to Nigeria, Côte d’Ivoire, India, and the United States
• Financial modeling and legal analysis of potential partnership structures
• Design of a Ghana-specific approach that reflects our unique context, needs, and constraints”, Mr. Sowah maintained.

These efforts he said is what culminated in the Guiding Framework, a document he said is shaped by data, consultation, and collaboration.

For his part, the Chairman of the Steering Committee, Engineer Jabesh Amissah-Arthur who gave highlights of the Guiding Framework said it provides the main goal, the PSP model, Scope of work and asset ownership.

Remuneration System,
Governance & Oversight and Regulatory & Social Safeguards.

He said The PSP Framework is therefore a strategic tool designed not to privatize our utilities, but to enhance performance, build resilience, and unlock the full potential of the distribution sector.

“We envision a future where:
i. Losses are significantly reduced
ii. Revenue collection is strengthened
iii. Customer service is modern, responsive, and technology-driven
iv. Investments in network upgrades are timely and sustainable
v. ECG and NEDCo operate efficiently with improved operational discipline”, Engineer Amissah-Arthur stressed.
