Radiant Media and Intelligence Hub’s analysis of President John Dramani Mahama’s intervention in the Adamus Resources Limited mining lease revocation dispute shows a deliberate attempt to reset Ghana’s mining governance and enforcing the law without destroying one of the few Ghanaian-owned large-scale mines.

BACKGROUND
On April 26, 2026, the Ministry of Lands and Natural Resources, acting on the Minerals Commission’s recommendation, revoked three mining leases of Adamus Resources Limited at Akango, Salman, and Nkroful in Ellembelle District.

Breaches cited by the Minerals Commission and upheld by Minister Emmanuel Armah-Kofi Buah on August 7, 2026:

  1. Illegal sub-contracting of mineral rights without ministerial approval under Section 14(1) of Minerals and Mining Act 703
  2. Mining outside approved areas without Operating Permit from the Chief Inspector of Mines
  3. Operating without EPA and Forestry Commission permits
  4. Alleged use of foreign nationals for illegal small-scale mining on large-scale concession
  5. Financial breaches: US$2.56M unpaid mineral rights fees, GH¢86.8M unpaid royalties, GH¢290.5M tax arrears to GRA, and US$224M transferred to related offshore entities between 2020-2024

The Eastern Nzema Traditional Council, led by Awulae Blay IX, applauded the revocation, citing years of environmental destruction and zero local development. Residents of Akango, Salman and Nkroful, however, petitioned President Mahama warning of job losses and economic collapse.

THE PRESIDENTIAL INTERVENTION
On August 21, 2026, President Mahama, in a meeting at the Presidency, granted Adamus a conditional reprieve.

Key directives from the President:

  1. Twelve-Month Turnaround Plan: Ministry of Lands, Minerals Commission and Adamus to jointly submit roadmap within two weeks
  2. Six-Member Joint Management Team: Three representatives from Adamus and three from Government to supervise implementation.
  3. Comprehensive Debt Settlement: Clearance of arrears owed to Ghana Revenue Authority, Minerals Income Investment Fund, banks and suppliers
  4. Fresh Capital Injection: Invitation for new equity partners to restore financial health and ensure long-term sustainability

The Presidency described Adamus as “one of the country’s few operating indigenous large-scale mines.”

The Ghana Chamber of Mines has commended the decision as protecting investor confidence and jobs.

RADIANT ANALYSIS: WHAT THIS MEANS?

  1. The Mahama Doctrine: Enforce But Don’t Destroy.
    This intervention defines Mahama’s “Reset” agenda in mining. Uphold regulatory standards and anti-galamsey commitments, but use corrective regulation rather than outright closure. It is a political and economic signal that the state can be tough and supportive at the same time.

2.The Uncomfortable Truth About Ghanaian Participation.
Ghana produces gold worth over $7 billion annually, but less than 10percent of large-scale production is controlled by Ghanaian-owned firms. Adamus Resources, owned by Ghanaian businesswoman Angela List, is one of the only indigenous large-scale operators left.

If Adamus is allowed to collapse, it sends a message that Ghana’s local content policy is only for small-scale miners and service providers, not for mine owners.

Key questions Radiant raises:

  • Why did regulatory breaches accumulate from 2020-2024 without early intervention?
  • Why does a Ghanaian-owned mine struggle for capital while the Minerals Income Investment Fund (MIIF) has billions in royalties to invest?
  • Will the new equity partners be genuine Ghanaian investors or fronting for foreign interests?

3.Our Call: From One Mine to a Sector Policy.

Radiant Media and Intelligence Hub calls for greater participation of Ghanaian-owned organizations in the minerals sector through:

A. Equity, Not Just Royalties: MIIF must move from rent collection to strategic co-ownership. Take 20-30 percent equity in viable indigenous mines like Adamus to stabilize them, as done in Botswana and Zambia.

B. Reserved Concessions:
Reserve at least 30 percent of new large-scale concessions and expired leases for Ghanaian-owned consortia with proven technical partners.

C. Indigenous Mining Turnaround Facility: Create a joint Minerals Commission / Ghana Chamber of Mines / Development Bank Ghana fund to provide technical and financial restructuring for distressed Ghanaian-owned mines.

D. Binding Community Compact:The Six -member management team must publish binding KPIs on local employment (minimum 60 percent from catchment area), scholarships, and environmental restoration, addressing the legitimate grievances of the Eastern Nzema Traditional Council.

E. Transparency on New Partners: The Presidency must disclose identities and beneficial owners of any new equity investors to avoid galamsey financiers returning through the backdoor.

BOTTOM LINE
President Mahama’s intervention in Adamus is bigger than one mine. It is a test case. If the 12-month turnaround succeeds, it becomes the blueprint for how to save all other struggling indigenous assets without selling them off.

If it fails, it will reinforce the narrative that Ghanaian-owned organizations cannot manage large-scale extraction.

Ghana does not need 15 foreign-owned mines and 300 galamsey pits. Ghana needs 10 strong Ghanaian-owned mines, operating legally, paying taxes, and developing communities.

The question for the Ministry of Lands is no longer “Should we punish Adamus?” It is “How do we create 10 more Adamus companies that work?”
